DHS Seeks Control Of ALL Commercial Ammo

Last year, when the state of Illinois attempted to follow New Jersey by making it difficult and more expensive to acquire ammunition, we warned that new government initiatives would be used to try and circumvent the Second Amendment. Rather than targeting firearms directly, lawmakers and government security officials began looking to ammunition as a sure-fire way to disarm Americans.

While it may have been hard to believe then, given the current shortages of ammunition throughout the United States, one can’t ignore the fact that the Department of Homeland Security has been actively pursuing such a strategy.

“The Department of Homeland Security’s huge ammo purchases were an attempt to dry up supplies as part of an end run around the second amendment,” writes Paul Joseph Watson of the 1.6 billion rounds of ammunition purchased by the Department of Homeland Security.

A US-based weapons manufacturer and defense contractor recently confirmed that this is, in fact, part of a broader gun control plan when he shared his insider knowledge with well-known talk radio show host Michael Savage:

What Homeland Security is doing here is they’re issuing a contract to buy up to that amount of ammo if they want it…

It’s a way to control the amount of market that’s available on the commercial market at any time.

If they go to the ammo manufacturers and say give me 50 million rounds, give me another 30 million rounds… if they periodically do this in increments, they’re going to control how much ammo is available on the commercial market.

As part of their contract, it stipulates in there that when the government calls and says give us another quantity, that everything they make has to go to the government priority one before any of it goes to the commercial market.

So, if they get nervous, all they have to do is use that contract that they have in place… and they just say ‘give us some more.’

In the contracting world, it’s called an IDIQ contract… Indefinite Delivery, Indefinite Quantity… By issuing these contracts the government gets priority. All they have to do is call up…

High demand for firearms (and thus ammunition) resulting from threats of a nationwide Congressional gun grab, coupled with tens of millions of rounds ordered every month by non-military domestic security agencies has driven prices for some types of ammunition up over 100% in just the last six months.

But it doesn’t stop there, as the government is also reportedly trying to restrict access in other ways:

In fact, the ATF and the State Department, they’re kind of jerking around with the importation of it too, so they’re making it difficult for it to come in from overseas.

Right now, all the domestic manufacturers are running at full speed. They’re running three shifts, they’re cranking it out as fast as they can.

Supply cannot keep up with demand. 

For the time being, demand is making it difficult to acquire ammunition at a reasonable price, but it is still available if you’re willing to pay for it.

Should DHS and other Federal Agencies continue to pursue this strategy, however, they could very well monopolize all domestically produced ammunition.

With budgets in the hundreds of billions of dollars, the government can easily utilize taxpayer funds to continue purchasing ammunition in an effort to keep it out of the hands of the American people.

And if that doesn’t work, any domestic emergency, temporary or long-term, would give government agencies confiscatory powers over this industry altogether, as authorized by the Doomsday Executive Order recently signed by President Obama.

Perhaps it’s time ammunition manufacturers follow the lead of firearms producers and simply refuse to sell to government agencies.

    Limiting the amount of Ammo sold to the Government is the way to cure this problem. We need manufacturers to instigate this.

      Go to Congress.gov, find your representative (you will need your zip code and the 4 digit code with it which you can get from most envelopes) and then send them an email related to Homeland Security. I did this last month and told my rep that his issues list was missing Homeland Security. When I went back as a result of this article, I was pleased to see that he had added it to the issue list on his website. YOU CAN DO THE SAME. Most Congressman don’t have the staff or time to keep on top of what’s happening in the real world. If you don’t tell them, they will not find out. It ONLY TAKES 15 MINUTES AND COSTS NOTHING. EVERY LETTER and EMAIL is tabulated. Every email is considered as representing the views of 15,000 people. If all 364 people who liked this article wrote to their rep about it, the influence level would be 3,640,000 people. That gets big very fast. A letter with a stamp carries more weight, but this is free, fast, and easy to do.

      I agree. I’ve been saying for months that ammo manufacturers need to follow the lead of a select group of firearm manufacturers that have pledged NOT to sell arms or parts to the US government until private orders are filled. EXACTLY what’s needed! Why aren’t we holding the feet of ammo manufacturers to the fire to do the same? One could argue that they wouldn’t care because their income would be generated by government contract. Maybe so, but I question whether they would want to be boycotted and held to public scrutiny and condemnation. I would want to think that they realize their long-standing alliance with gun owners, sportsmen, etc. and would do the right thing. I hope this concept gathers momentum!

    The ammunition manufactures are NOT your friend! All they see are giant, juicy government contracts. They are free to not enter into or renew these contracts; are they not? We the people will not forget when all is said and done. The executives of the ammo companies can swing from the same tree as Congress, the president, and any other traitors of the republic.

    I think many concentrate on only 1 of many ideas. Like states limiting ammo by taxing and forcing prices to rise. While the feds want to disarm the population for ultimate control, most states just as another to fill their coffers with our money. I see the gov. of australia can’t explain why crime has gone up by about 100% in just 3 years after they confiscated all the populations guns. seems like the criminals didn’t turn theirs in. Throughout history, the only control of gov. greed and dictatorial power has been an armed populace.

    Someone needs to get some actionable information. I am talking corporate names and contact info at Remington, Federal, Winchester etc.Then we need to start a letter writing campaign. Also, what are the laws on making your own ammo. Let’s see, you need brass, gunpowder, primers, bullets. Brass and bullets are pretty staightforward. Chemical formula for gunpwder, and for whatever is used in the primer ( more explosive than regular gunpowder ).

    Let’s get that American can do spirit going here ! How about an ammo factory in every county.

      I agree … hold ammo manufacturers to pledge to fill citizen’s demands / orders first! What would the government do? Go to a different manufacturer? Maybe so, but we the people would support and defend the manufacturer who demonstrates their support of the Constitution and the Bill of Rights.

    My angry customers come in week after week and walk away p.o.’ed because they can’t get ammo. They think the retailers hoard it and we don’t,we sell every box that ships in. They want to know when this will end and I say not ’til 2016 if we get rid of Obama. What else is going on? 2 words, Homeland Security, it’s a no brainer.

      Well it was also Bush that started and gave so much power to DHS same with Republican and Demorates in Senate and Congress so there is plenty of blame to go around. Others to blame are the ammunition companies they can help the public by selling to resellers but again it all comes back to American GREED!

    It is going to be tough for ammo manufactures to turn down the big purchases by the DHS even if they know what their utimate goal is for doing this. Obama is determined to destroy our rights to own weapons for self preservation. Obama has not respect or love for our Constitution. Obama in essence is trying to do the same with keeping us from being oil independent. Keeping gas prices ultra high discourages driving.

      It should not be tough for ammo manufacturers to turn down or hold off / suspend government contracts until their retail/wholesale orders are filled and caught up. They just need to come under close public scrutiny and public pressure by active citizenry and groups such as NRA. Certain gun manufacturers have pledged to do this … ammo is no different, IMHO.

    I concur that the government is making the current ammo shortage worse. You don’t have to twist my arm to make me believe there is sinister or malicious intent on the part of the Socialists running our country. I am somewhat skeptical that the large ammunition manufacturers have a lot of choice with respect to selling to DHS before private civilians. They’re threatened with higher taxes and more government regulation, I’m sure. Not to mention, any retailer caters to their best customers. Can any individual match the quantities that Uncle Sam is buying?

    It is not like this happened overnight, People should have put some back for just this type of thing happening. I think folks understand that if the government truly decides to “disarm” Americans, then that is when folks will start shooting… then I am sure that there will be plenty of ammo to be had by taking it from those who would disarm us. Are we going to be able to buy cheap ammo while this turd is in office, more than likely not. But, he will not be in office forever, so just remember not to over excite yourself. If he should decide that he wants to stay, well then use the ammo that you have to remove him. It is really NOT too complicated.

      Try to get firearms that use ammo use in military arms yet don’t attract attention. Such as the Ruger mini-14, some 9mm S&W, one of the many 1911 knock-offs. That way every bast–d squirming in the dust will have some smmo in his pocket that you can use.

    The DHS purchase of billions of rounds is for one particular caliber,.40 S&W. What reason is there for all the others? I can see shortage possibly in 9mm, 5.56 and 7.62, military use and all. But what is happening is altogether something else. Many will get caught with their panties around their ankles…

    Back in the 90’s Bill Clinton put the squeeze on Smith & Wesson and they caved into his demands. Gun owners started to boycott S&W and they nearly went bankrupt. I’ve started boycotting a number of companies and mysite is one of several that maintain a list of companies that are not shipping to NY, etc. I do maintain a list of companies that I am boycotting and why (Remington is on that list). The IDIQ bids are BS, and I’m getting pretty close to putting US ammo manufacturers on the list to be boycotted – I’ll buy from over seas ammo manufacturers and pay more if I have to. Last month I posted about the IDIQ issue and that it was getting time for ammo manufacturers to make us a choice – gun owners or DHS http://www.p2ab.org/2013/03/attention-ammunition-manufacturers/

      Thanks for the information. I’m on board with your thinking and would happily boycott and purchase where it will do the most good for all of us. I agree … expose manufacturers who are not (by their actions) supportive of the Constitution of the U.S. and our Bill of Rights!

    i hear people saying the manufacturers of ammo are holding back on production so they can wait for teh price to go up and make more profit.

    Where’s the Hank Reardon’s who are going to say screw you, I won’t prioritally sp? sell mine to a tyrannical government, but to the open market – take a number and get in line.. . . the back of the line.

    the whole thing is ridiculous.

    more people should know why the powers that be are buying all the
    ammo and it is NOT for practice unless we are the practice targets.
    all of everything that is going on is not good at all. there is only
    1 reason why they are doing all this.

    I read and have been told that the best leaders are those who create peace and harmony. An e-mail i was sent said, by an economist: “Don’t pay any attention to what Obama says; watch what he does.”

    Well, here it is: an IDIQ (Indefinite Date;Indefinite Quantity)gun contract from someone who SURROUNDS HIMSELF with people protecting him by guns; yet makes contracts to prevent us from protecting OUR selves. If he were acting with integrity for our PEACE, he would not be doing this. But, he IS doing it. So what kind of leader are we looking at here?

    When “O” got into office, my one family member asked “What now?”
    The other answered: “we will need to plan on getting another leader. Right now it’s 4-more-years-and-counting.”

    But with all this type of activity going on in the U.S. between the dichotomy of the government officials, and us grassroots people, we may need to fight to the death.

    In my last year of high school, my Govt. teacher, Mr. Finkle, said we should always remembe THIS,if we learned nothing else in his class, and that is:”We can never co-exist peacefully with Russia as long as it has a Totalitarian government, because the FORTH TENET OF TOTALITARIANISM IS TAKE OVER BY REVOLUTION.'”

    True, we deserve the mess we allowed ourselves collectively to be in, because of our lack of vigilance, apathy. But now, we need strongly and sincerely to pray for our Creator’s help in extracting us from this, lest we be in for really bloody battle.

    If “O” IS a communist, as many people believe;(and heard, when the ‘mike,’ was accidentally left on, and his parting shot in Russia was: “I’ll have more leverage AFTER the election”), then his plans are right on schedule.

    We will have to be the partakers of our own Second American Revolution, (hence “PATRIOTS,” remembering what Krushev said about Russian fighting/ political philosophy: “Advance a dagger. if it hits something hard, retrieve it; if it hits something soft, advance it.”

    We better not be ‘too soft,’ when the time comes.

    But we won’t be able to do it without our Creator being on our side individually, and collectively. We need to ask if we are as moral a society as our forefathers were, when Thomas Jefferson wrote: “The Constitution was only meant to work in a moral society.”

    Our REAL fight for freedom will be won on the battle field of our sincere efforts fought spiritually within our own selves where we make decisions between good and evil, in the choices we make in our daily lives. How else will we have the Armament of our Creator’s Guidance which leads to true Peace and Harmony?

        As far as I know most of the purchases are standard duty ammo for law enforcement, security personnel, etc. (9mm, 40cal., 45ACP, rifle and shotgun calibers). Remember – most practice with duty ammo, and many practice a lot!

    Interesting theory but there is no proof that is the intent at this point, more likely an unintended consequence of short sighted policies or planning for 2016 and beyond. Buying up 9mm, .40 and .223 does not dry up civilian supplies and manufactures will overcome any order over load in time and the policy will be left behind. Time will tell.

    How can they have budgets of 100’s of billions when they have no money? We are broke? Zip, Zilch, Nada. How long do these contracts have to last? How can they have an indefinite delivery? What about if they close down and open under a new name?

    Dear Ammunition manufacturers,
    Please refuse part of the DHS, IRS, DoJ purchase orders so that a steady supply of ammunition is available to average citizens. You can thwart attempts to impose gun control by Executive Branch market manipulations that has not been passed into law. Support individual rights.

    25 plus yrs ago I had told people that for the most part it wouldn’t be the guns that the government went after but the ammo. I said 1 of 2 or both things would happen. The government would tax the crap out of ammo or purchase it all together. There response was they can’t do that. My response was B.S. The reasoning is, yes, we have the right to bear arms, but without ammo they’re useless. I was asked what is the solution. I said think about it. Start reloading. Besides the ammo you reload is better. Natt

    Perhaps we should revert back to black powder firearms with flintlock ignitions. Lead is plentiful, black powder is inexpensive and easily produced and flints aren’t difficult to come by either.
    Even percussion cap black powder firearms are very reliable and deadly weapons but the caps could pose a problem once they’re gone.
    Think about it ok?
